Ethan Seow is Founder of Practical Cyber and Co-Founder of the Centre for AI Leadership (C4AIL). His work sits at the intersection of cybersecurity and AI adoption - not as two separate disciplines, but as a single question about how much you can trust a system to act on your behalf.

At C4AIL he develops practical frameworks that help boards, executives and public-sector leaders adopt AI responsibly, turning governance from an abstract debate into decisions people can actually make. That work reaches the top of regulated institutions: in June 2026, in collaboration with FIDE Forum, he facilitated The Journey into the AI Age for MBSB Bank’s Board of Directors, Shariah Advisory Committee and Senior Management, working through practical banking use cases, Malaysia’s AI regulatory landscape and the governance questions a board actually owns.

He is the author of Practical Cybersecurity Decisions, written for non-technical leaders who need to make sound security calls without a computer science degree. Its Malaysia Edition is localised to Malaysian regulation and carries a foreword by Ir Dr Megat Zuhairy bin Megat Tajuddin, Chief Executive of NACSA.

He teaches the same material to practitioners, not only to boards, and has trained over 1,500 professionals across his career - financial advisers, engineering and sales teams, employers’ federations and bank leadership. He partnered with Google to present agentic workflows at APIdays Singapore to a full house of 120, and has spoken at SGInnovate events with NVIDIA, IMD and NTU PaCE.

His track record is in building talent rather than only advising on it. Leading the Centre for Cybersecurity from 2021 to 2024 he trained over 200 people and placed more than 100 into cybersecurity careers, earning three industry awards along the way. He later led Cyber Intel Training.

He is ISACA Singapore’s 2023 Infosec Leader and ISC2’s 2023 APAC Rising Star Professional in Cybersecurity, serves on Malaysia’s NAIO AI Security Working Group and the CABCY EXCO, advises the organising team of the OASec AI Safety and Security Conference, and has spoken at TEDx and Black Hat Asia. He holds an MSc in Cyber Security from the University of Wolverhampton and is a former medical student of the National University of Singapore.

Emmanuel Lusinchi is a leading expert in generative artificial intelligence and machine learning.

A former Meta Partner Engineering Manager, AI and VR/XR Entrepeneur and an extensive career in AAA Video Games, Emmanuel brings a strong mix of applied, hands-on technology and deep foundational understanding to C4AIL.

He is also a co-founder of AI Literacy and Transformation Institute, a Singapore based botique AI consultancy.

Georg Zoeller is a former Meta/Facebook/Whatsapp Business Engineering Director with extensive experience in Financial Services, Commerce, Gaming and SAAS.

He is also a co-founder of AI Literacy and Transformation Institute, a Singapore based botique AI consultancy and mercenaries.ai, an AI tech startup producing omnitool.ai, an open source platform for AI orchestration.

Audrey Kon (MHA) is a volunteer expert at C4AIL adding 20+ years of healthcare industry and innovation experience to our pool of industry experts. With hands on experience applying AI to healthcare problems, including a winning entry in 2024’s Build For Good Hackathon (remedisg.com), she provides valuable insights to our industry intelligence and insights team.

Andrius Neviera has over 15 years in technology and entrepreneurship across Europe, Asia, and the United States. He works with early-stage tech companies as both an operator and ecosystem builder, combining startup execution experience with ecosystem development at regional and international levels.

His career spans research, policy, and entrepreneurship. As part of the World Startup Report, his analysis of global startup ecosystems was published in The Economist and presented to the European Commission. He co-founded “Silicon Valley Comes to Baltics,” the region’s largest entrepreneurship conference, attracting more than 5,000 participants from over 10 countries in three years.

Andrius has organised and led international forums, including the 2024 US business forum in New York on AI, geopolitics, and business, featuring speakers from Alphabet’s Jigsaw, IBM, GZero Media, Mastercard, the World Bank, and the EU delegation. In the private sector, he built the B2B sales division of a telecommunications startup from one person into a 30+ team that generated double-digit millions in sales, accounting for 80% of the company’s revenue.

His international background includes serving as a diplomat in New York, leading B2B sales operations in the Philippines, and early stage startup roles across Europe. Today, Andrius works at the intersection of technology, business, and policy—helping organisations and individuals navigate emerging technologies, build strategies for growth, and connect across ecosystems worldwide.

Professor Virginia Cha is a leading educator in Innovation & Entrepreneurship with multiple appointments at Singapore’s top tertiary institutions.

She is an Adjunct Professor at NUS Business School and teaches across various faculties and schools at NUS. Notably, she leads the Lean Launchpad@Singapore program managed by NUS Enterprise. In her 40-year industry and academic career spanning multiple countries, Virginia co-founded or was the sole founder and CEO of several venture-funded high-tech companies in Singapore and China, with listings on NASDAQ and HKSE. She is also an active researcher, mentor, and angel investor in Singapore’s entrepreneurial ecosystem, with 16 start-ups in her international angel investment portfolio.

Previously, he served as Executive Director for the Forum on Information and Democracy, the Paris-based implementing entity of the Partnership on Information and Democracy, a global process uniting more than 50 countries committed to ensuring democratic safeguards for the information space.

Michael is also a Non-Resident Senior Fellow at NYU’s Centre for Global Affairs, focusing on cyber policy. He holds an MA from Johns Hopkins University School of Advanced International Studies (SAIS) and speaks English, Bahasa Indonesia and French, with proficiency in Japanese, Thai, and Spanish

Shi Mei Chin is the CEO and Founder of CFOi, where she helps founders and leadership teams use finance as a strategic lever to drive growth, optimise costs, and make better decisions in an increasingly AI-driven world.

With over a decade of experience across banking, capital markets, and fintech, Shi Mei began her career in Audit and Assurance at Big Four firms before moving into high-growth technology companies. She was part of the leadership team at Spark Systems, where she built and strengthened the company’s financial infrastructure, supported fundraising, and worked closely with executives on scaling the business.

Today, her work focuses on the intersection of finance and AI—helping companies move beyond traditional reporting to real-time, intelligent decision-making powered by data and automation. She advises founders, works with scaling businesses as a strategic finance partner, and is known for translating complex financial concepts into clear, actionable insights that drive revenue and efficiency.

She is an active contributor to the global fintech ecosystem, having delivered keynote presentations and participated in expert panels at leading industry forums, including the Singapore FinTech Festival. She has facilitated financial storytelling workshops for accelerators and venture capital communities, and led a women’s leadership workshop at the Digital Female Entrepreneurs Meeting organised by the U.S. Embassy in Laos. In recognition of her contributions, she was named one of the “10 Years, 10 Voices” of Women in FinTech in 2025.

In addition, she serves on the Executive Committee of the Singapore FinTech Association and mentors founders through Tenity. She is a Chartered Accountant (CA) with Chartered Accountants Australia and New Zealand, holds a CIMA qualification, and was recognised as one of the Top 50 FinTech Leaders in Asia.

Joshua Chong is a proven leader and ecosystem builder working at the intersection of fintech, digital transformation, and professional education. As Chief Operating Officer at Kingston International College, he aligns talent strategies with modern industry demands, driven by a conviction that education is the most durable lever for industry transformation.

As the inaugural Director of the Singapore FinTech Association (SFA), Joshua built the organization’s foundational footprint, championed regional ecosystem growth, and launched the Singapore FinTech Awards. He also established critical alliances between regulatory bodies, financial institutions, and tech startups. He later scaled professional certification programs at the Global FinTech Institute (GFI) to bridge the gap between academia and corporate finance.

Joshua currently serves as Secretary-General of AI, Robotics & Cybersecurity Singapore (ARCS), where he is building out the association’s regional footprint and driving industry alignment across the AI, robotics, and cybersecurity ecosystems.

Rodney Yap is a legal-technology and generative-AI specialist who advises organisations on the practical governance, policy, and workflow integration of AI into professional practice. He has consulted for in-house legal departments and government bodies spanning AI policy design, contract-review workflow architecture, vendor evaluation, and legal-operations transformation.

He is a certified Artificial Intelligence Governance Professional (AIGP), a qualified Advocate and Solicitor of the Supreme Court of Singapore, and holds a double degree in Law and Business Management.

Rodney is also an adjunct lecturer at Singapore Management University and City University of Hong Kong, where he designs GenAI-literacy and digital-innovation programmes for legal and non-technical professionals, and is a certified adult educator under the WSQ Advanced Certificate in Learning and Performance.

Angeline Nguan is the Co-Founder of Over The Line and ItsPersonal.sg, where she helps enterprise and mid-market teams across APAC turn go-to-market ambition into structured, buyer-specific execution. Her thesis is that most companies don’t have a product problem but a clarity problem — good solutions fail to reach the people who need them because no one has clearly answered who it’s for and why it matters — and much of her work sits in that gap.

Over more than two decades in enterprise technology, go-to-market, and digital transformation, Angeline has led product marketing, sales enablement, and commercial strategy at companies including Hewlett-Packard, Nokia, O2, StarHub, and Tigerspike, and served as a Deputy Director at Singapore’s Infocomm Media Development Authority (IMDA). She describes the throughline of her work as translation: technology into business outcomes, customer pain into product direction, and ambition into structured execution.

More recently she has focused on AI literacy and adoption — working with programmes in Singapore that help professionals and organisations make AI practical rather than theoretical — and serves as a Council Member for Ecosystem and Community at the Singapore AI Association (SAIA). As she puts it: “AI won’t replace people — but it will replace guesswork. The companies that do well won’t be the ones with the most AI. They’ll be the ones with the clearest thinking.” At C4AIL she advises on enterprise sales, helping leaders translate AI capability into commercial traction.

Dr. Eric J. W. Orlowski is a Research Fellow in AI Governance & Policy at the National University of Singapore’s Artificial Intelligence Institute (NAII), where he leads research on AI policy and practical AI governance. An anthropologist by training — he holds a Ph.D. in sociocultural anthropology from University College London — he studies the individual and collective implications of emerging technologies through a human-centric lens, work he has pursued since 2018. He was previously a Research Fellow at AI Singapore.

His research spans cultural alignment for AI systems, the ethnography of Singapore’s AI ecosystem, and AI-policy networks across Southeast and East Asia, alongside collaborations on governance-by-design with AI Sweden and on AI sovereignty with Korea’s AI Safety Institute. He also serves as an Affiliated Researcher at NUS’s Centre for Computational Social Science and Humanities and at Uppsala University’s Department of Anthropology, a vetted consultant to the UNDP, and a member of expert AI-governance working groups convened by AI Sweden and Malaysia’s National AI Office.

His forthcoming book, New Technologies for Untold Futures: Techno-Utopianism and Everyday Practice in Sweden (Palgrave Macmillan, 2026), draws on eighteen months of fieldwork to examine how societies imagine and pursue technological futures. At C4AIL, Eric advises on AI governance — grounding the practical, human-centred oversight that separates responsible AI adoption from theatre.
